INCOME CEILINGNEW EXECUTIVE CONDOMINIUM RULING

EC household income ceiling raised to S$18,000

The monthly household income ceiling for eligible buyers of new Executive Condominium units has increased from S$16,000 to S$18,000, subject to the applicable land-sale tender date.

When it applies

For new units in EC projects where the land-sale tender closes on or after 24 August 2026.

What is not covered

The revised ceiling does not apply to balance units in existing ECs or new units in ECs with land-sale tenders awarded before 24 August 2026.

How income is assessed

The ceiling is based on the total income of all persons listed in the EC application. The property developer will guide buyers on the supporting income documents required.

Effective from 24 August 2026. Eligibility remains subject to all prevailing HDB Executive Condominium conditions.

Seller's Stamp Duty

For residential property bought on or after 4 July 2025, rates are 16%, 12%, 8% and 4% when sold within the first, second, third and fourth year respectively.

No SSD is payable after the applicable four-year holding period.
03 · STAMP DUTY

BSD

Buyer's Stamp Duty

Residential BSD is progressive: 1% on the first S$180,000; 2% on the next S$180,000; 3% on the next S$640,000; 4% on the next S$500,000; 5% on the next S$1.5 million; and 6% on the remainder.

Calculated on the purchase price or market value, whichever is higher.

Additional Buyer's Stamp Duty

Current headline residential rates include: Singapore Citizens—first home 0%, second 20%, third and subsequent 30%; Permanent Residents—5%, 30% and 35%; foreigners—60%.

Total Debt Servicing Ratio

Total monthly debt repayments, including the proposed housing loan, generally cannot exceed 55% of gross monthly income.

Other conditions and exemptions may apply.
06 · FINANCING

LTV

Loan-to-Value Limit

Eligible first housing loans may finance up to 75% of the lower of purchase price or valuation. Lower limits can apply based on outstanding housing loans, loan tenure and borrower age.

The approved loan amount also remains subject to income and credit assessment.
